Constitution of the Health Economics Society

Chapter 1 General Provisions

Article 1 Name

The Chinese name of our association is "Society for Health Economics", and the English name is "SOCIETY FOR HEALTH ECONOMICS", abbreviated as "SHE". It shall come into effect from the date of its establishment and have an unlimited duration of existence.

Article 2 Purpose

We are a non-profit organization that loves our country and Macau, supports the rule of law and the constitution, and upholds the Basic Law of the Macau Special Administrative Region. Our mission is to promote in-depth research and application of knowledge in the global health economy. Our mission is to enhance our understanding of the principles of health economics and promote effective and equitable distribution of health services through research, education, and policy analysis. The association aims to provide a platform for healthcare economics professionals, policy makers, scholars, and researchers to exchange ideas and collaborate, jointly exploring and addressing the challenges faced by the global healthcare economy. We value evidence-based decision-making and support the use of scientific and economic methods to evaluate the cost, efficiency, and effectiveness of health services. The Health Economics Society is committed to improving the economic efficiency of public and private health systems while ensuring fairness and accessibility. We encourage innovative research methods and promote interdisciplinary exchanges to form a more comprehensive understanding and response strategies for health economy issues.

Chapter 2 Members

Article 4 Membership Qualifications

Section 1 Student Members
Full time students who support the purpose of this association and agree with its constitution can apply to become members of this association. The application will be reviewed by the council of this association, and once approved, one can become a member of this association. Qualified applicants will receive a formal membership confirmation letter.

Section 2 Members
Anyone who agrees with the purpose of this association and agrees with its articles of association can apply to become a member of this association. After approval by the council of this association, they can become a member. The application will be reviewed by the council of this association, and once approved, one can become a member of this association. Qualified applicants will receive a formal membership confirmation letter.

Section 3: Advanced Membership

Advanced membership is awarded to individuals who have made outstanding contributions in the field of industry university research. Candidates are nominated by members of the board of directors and undergo review and voting by the board of directors, with a approval rate of more than two-thirds of the votes. The application will be reviewed by the council of this association, and once approved, one can become a member of this association. Qualified applicants will receive a formal confirmation letter of advanced membership.

Article 5 Rights and Obligations of Members

(1) All members are required to abide by the constitution and resolutions of the association, and have the right to enjoy all activities and benefits organized by the association.
(2) Student members do not need to pay membership fees.
(3) Ordinary and advanced members have the right to vote and be elected.
(4) Regular and senior members are obligated to pay membership fees.

Chapter 3 Organizational Structure

Article 6 Organizational Structure

The organizational structure of this association includes: General Meeting of Members, Board of Directors, and Supervisory Board.

Article 7 General Meeting of Members

(1) The general meeting of members is the highest authority of the association, responsible for formulating or amending the constitution; Elect the Chairman, Vice Chairman, Secretary General, and members of the Board of Directors and Supervisory Board of the General Assembly, decide on meeting policies, review and approve the work report of the Board of Directors.

(2) The general meeting of members shall have one chairman, vice chairman, secretary-general, deputy secretary-general, and several secretaries. Each term is three years and can be re elected.

(3) The general meeting of members shall be held once a year, and shall be convened at least eight days in advance by registered mail or signed for. The notice shall indicate the date, time, location, and agenda of the meeting. In case of major or special matters, a special general meeting of members may be convened.

(4) The resolution to amend the articles of association of this association requires the approval of three-quarters of the attending members; The resolution to dissolve this association requires the approval of three-quarters of all members.

Article 8: Council

(1) The executive body of this association is the Council, responsible for implementing resolutions of the general meeting of members and handling daily affairs.

(2) The council shall consist of at least three or more odd numbered members. There shall be one chairman, several vice chairmen, several executive directors, and several directors. Each term is three years and can be re elected.

(3) The board meeting is held twice a year. The meeting can only make decisions when more than half of the council members are present. The resolution must receive an absolute majority of affirmative votes from the attending members in order to be valid.

(4) The Council may invite individuals who have made outstanding contributions to the Association, well-known figures in society, or authoritative professionals to serve as Honorary Presidents, Honorary Presidents, Honorary Advisors, Advisors, Honorary Academic Advisors, Academic Advisors, Legal Advisors, Honorary Researchers, Honorary Members, etc.

Article 9: Supervisory Board

(1) The supervisory authority of this association is the Supervisory Board. Responsible for overseeing the daily operations and financial revenue and expenditure of the supervisory council.
(2) The supervisory board shall consist of at least three or more odd numbered members, with one chairman, several deputy chairmen, and several supervisors. Each term is three years and can be re elected.
(3) The supervisory meeting is held once a year. The meeting can only make decisions when more than half of the members of the supervisory board are present, and the resolution must be approved by an absolute majority of the attending members to be valid.


Chapter 4 Funds

Article 10 Funds
The funding of this association comes from membership fees and sponsorship from people from all walks of life. If there is insufficient or special need for funds, the board of directors may decide to raise them.
